This is just beautiful.

How do you get charcoals to look soft like that? I have a hard time with them.

And also, when I draw with pencil and just try to make a plain background with a few dark spots or something it always ends up looking really streaky, even if I smudge it with something. How do I avoid that?

The key to softening a charcoal rendering is using a soft hair brush not too soft & not too hard, to smooth & feather out the charcoal. There is also something called charcoal powder that you can also apply with a brush, this can be found at your local art supply store. Once the charcoal is applied just simulate painting techniques to push & pull the charcoal any way you want it. Another artist showed me this technique and I ran with it.
